An Overview of Upgrading the Access Control and Security for one of Scandinavia’s largest University Hospitals, Helse Bergen—Haukeland University Hospital has more than 8000 employees, and almost the same number of students belonging to the hospital. There are more than 120 different departments in the organization, and most of them are situated in the same area within the central buildings. The remainder of facilities are hospitals, and are spread out among the country. The History The Solution Years later, additional IQ-series panels were installated, and today there are more than 500 card readers connected to the Ultimates and IQ controllers that are linked to full redundant EBI-servers through the Hospitals IT-network, and the system is still “growing”. In late 2008 it is planned to install another 200 card readers in different buildings. In the near future the the complex will have had at least 1000 card readers installed. The Director of Security Mr. Arvid Eik and the Hospitals Security Department are very satisfied having made the correct decision 9 years ago, discovering they had more maintenance with the old 100-reader system than what they have today with a 500+ reader system from PCSC. A limited company wholly state-owned by the Ministry of Transport and Communications, the Norway Post recently opened on March 1, one of the largest and most advanced distribution centres located in Oslo. The Norway Post employs approximately 20,000 people, has 220 postal offices and 100 local distribution centres with 14 postal terminal buildings. As with any postal company, the Norway Post faces the challenges of distributing and delivering millions of people’s parcels securely and on time each and every day. The Norway Post has made a substantial investment in creating the most technologically advanced and capable postal distribution centres. The new state-of-the-art building contains some of the most modern machines in the world that accurately and securely sort millions of parcels and letters every day. Northern Quest Resort & Casino is a newly constructed, 660,000 square foot luxury resort with a 250-room, high-rise tower. The facility also includes 14 restaurants and lounges, a world class casino, 14,000 square foot spa, a pavilion which seats up to 1,250 people, and a parking structure with some 1,480 stalls. Keeping the facility’s size and scope in mind (it provides nearly 1,700 local jobs and $1.7 million in purchases of goods and services each month), an access control system that would be cost-effective and forward thinking with its technology, as well as boast the capability of expansion was essential. Northern Quest Resort & Casino’s executive director of IT, Aaron Fisher, in collaboration with SAFE Installation Services Corp. as the project’s security integrators, were tasked with designing and completing the job. PCSC, the access control systems manufacturer, provided its Fault Tolerant Controller architecture which, utilizing edge devices, was able to take advantage of the resort’s IT backbone. The resulting solution embraced the IP infrastructure already in place in the facility and a 100 percent PoE system. Because the hotel is encased in majority concrete and void of any traditional low-voltage security cable design, the options were limited and an IP-based system was the most logical choice. “I was trying to avoid an implementation that required an electrician at every door adding more power, or any of those kinds of increases; it would have never happened,” Fisher said. “SAFE came in and said ‘we can do that, just run an Ethernet cable here and you’re in.’ Nobody else is doing that.” “With IP technology where it is today, we were able to easily partner with IT for a solution,” Adrian Steik, president of SAFE Installation Services Corp., commented. “Admittedly, in the past the IT department has not been our ally in the access control market: ‘Keep it off my network’, ‘don’t touch my network, you install your own network.’ Times are changing, and the technology is such now that we all need the IT guy.” “We had to break into this marketplace of pushing IP all the way to the door. So we did! PCSC, in conjunction with HID, offered a product that does just that. But in the same breath, we now have to go through the process of turning our dealers’ attention and focus to include working very closely with IT teams,” commented PCSC’s director of sales, Brian Lyle. “You come in with the typical installer and ask me for an IP address. I, too, am going to resist. If you approach me with an IP solution that expands our usability, that is a different story,” Fisher said. Randolph-Brooks Federal Credit Union’s new Administrative Service Center (ASC) in Live Oak, a suburb of San Antonio, Texas. The new building, the “Creswell Administrative Service Center” is named in honor of the current Chairman of the Board, Walter Creswell, who has served on the Board of Directors for more than 24 years. Randolph-Brooks was founded in 1952 and the new ASC serves as the flagship for the credit union’s 22 branch offices. The ASC is home to over 300 employees and the credit union serves more than 223,000 members worldwide. With assets exceeding $2 billion, Randolph-Brooks is ranked among the top 25 of the 9,800 financial cooperatives nationwide. Josh Moran, Director of Security for the credit union, was in charge of developing the security solution for the 117,000 square foot service center and 20-acre campus. “We needed a secure facility for our employees, members and visitors, but we didn’t want it to be like Fort Knox” said Josh. After countless discussions and visits to view other security systems, the decision was made to install an access control system and interface it with a Closed Circuit TV surveillance system. The PCSC “LiNC-PLUS” software program was installed in conjunction with the “IQ” series of intelligent controllers and “HID” proximity cards and readers, to protect key access points throughout the building, driveway entrances, and parking areas. Video surveillance was provided by “Pelco and Ademco” color cameras, with images stored on “Lanex” Digital Video Recorders and interfaced with the “LiNC-PLUS” dynamic graphical user interface. The ASC has been operational almost eight months now and according to Josh, “we are very satisfied with the security solution for the ASC. The system does everything it was advertised it would do and both PCSC and Diebold have been solid business partners in making it happen.”

Fence Alert and Tamper Alert are state-of-the-art perimeter control systems designed for seamless integration with PCSC's hardware and software solutions. A highly sensitive, yet unobtrusive fiber optic sensing cable immediately detects and localizes any disturbance to the fence caused by climbing, cutting, or tampering. The Tamper Alert system consists of rugged, low cost all-optical microphonic sensor cables, passive sensing nodes that delineate each detection zone, and a central processor unit. A single central processor unit can monitor up to 8 individual zones, and each individual zone can be up to 500 meters in length. This system is designed for chain link, welded wire, or rigid security fences. The Fence Alert system is an all fiber optic monitoring system that multiplies the effectiveness of any new or existing chain link fence to keep out unwanted intruders. The heart of the system is a rugged, yet low cost all-optical “maintenance-free” sensor cable that can be easily attached to any installed perimeter fence. An individual sensor cable can be up to one mile in length and can pinpoint intrusion attempts to within 25 feet. This equates to up to 200 discrete detection zones per each mile of perimeter fence. Multiple cables can be joined for longer perimeters. Since it is all-optical, the cable contains no electronics and therefore is not affected by electromagnetic or radio frequency interference, rain, lightning, heat or cold. PCSC

New Access Control Systems In 2004, PCSC’s LiNC-Ez product family evolved into a Building Management solution that can start by addressing the simple needs of the homeowner, but can grow to address the security and management needs for schools, small businesses and property managers. The LiNC-Ez family was designed around the principles of quality, ease of use, and advanced electronics features at a low price. The LiNC-Ez family begins with the LiNC-Ez software, a Windows based package to makes data entry and control simple. Beginning with its guided walkthrough to make the system operational when first installed to the simple side taskbar menu icons to find the action you want to accomplish to open, friendly windows containing the data to be modified, LiNC-Ez software facilities the system definition and data entry to take advantage of the various features available. In conjunction with the LiNC-Ez software, two optional software packages provide additional functionality to address specific security or people management needs. The family then grew with the addition of the NRX controller, a two door controller which also provided additional inputs and outputs to monitor and manage devices aside from just the two doors. Then in early 2004, PCSC introduced the innovative iAM controller which combined 21 zones of alarm monitoring, central station reporting and one door of access control in a single, low cost controller. The latest addition to the LiNC-Ez family is the IOX controller, which provides the ability to monitor 16 devices and react via 8 output relays. The feature unique to the IOX is that the 16 input points can be programmed for any one of three situations : open/close device, 5 state device monitoring or a high and low analog temperature sensing ability. The ability for one set of contacts to handle both electrical or analog inputs, based on programming via the LiNC-Ez software in a low cost controller is unique to this industry.
